“British Free Trade vs. Bolivian Protectionism: The Case of M.I.
Belzu’s April 7, 1849 decree”
This paper will analyze how the British response to Manuel
Isidoro Belzu’s April 7, 1849 protectionist decree contributed
to the development of Bolivian ecomonic nationalism. The early
nineteenth century “globalization” promoted by the British
through its support of free trade policies and foreign capital
penetration played a role in the epoch’s caudillo struggles by
rallying the national merchant opposition against foreign trade
around the figure of Belzu.
